Avon beach nourishment project on the table

Dare County officials recently proposed a beach nourishment project for Avon that will place over 1 million cubic yards of sand along the 2.5 miles of oceanfront.

The Board of Commissioners have voted unanimously to proceed with the process of establishing a special tax service district in the Village of Avon for the county’s proposed beach nourishment project.

According to the County Manager Bobby Outten, all statutory requirements had been met because there is a demonstrable need for the project. It is impossible or impractical to provide this service county-wide. The project is economically feasible and there is a demonstrable demand for the project by property owners within the proposed service district.

Outten further added that a report about the proposed tax service district will be prepared, and once it is complete it will be available for public inspection for four weeks in advance of an upcoming required public hearing.

“All Avon property owners will receive a notice from Dare County that outlines the report, contains a map of the proposed service district and provides the date of the public hearing. After this notice is mailed, the public hearing will be conducted in order to provide the property owners with the opportunity to share their input about the project,” said Outten.

The public hearing will be held to receive public comment on the proposed service districts on Monday, June 7, 2021 at 9:00 a.m., in the Commissioner’s Meeting Room.

Following that public hearing, the Dare County Board of Commissioners will vote on whether to adopt a resolution creating the special tax service district and setting the tax rate that will go into effect in the fiscal year that follows its adoption—July 1, 2021.

The proposed project will place over 1 million cubic yards of sand along the beaches of Avon from about 3,000 feet north of the Avon Pier at Due East Road to Askins Creek North Drive near the southern boundary of Avon.

If approved, the project will be bid in conjunction with the Buxton beach nourishment project that is scheduled for construction in the summer of 2022.
