Payra Dredging Project: Call for Independent Engineer Services

Jan De Nul Group’s subsidiary Payra Dredging Company Limited (PDCL) entered into a Public Private Partnership (PPP) agreement with Payra Port Authority (PPA) last month for the capital and maintenance dredging of the Rabnabad Channel at Payra Port in southern Bangladesh.

Both parties, PDCL and PPA, are now looking for a consulting engineering company, with no conflict of interest, and with the required technical, commercial and contractual expertise to act as the Independent Engineer for the purposes of the PPP.

According to Jan De Nul’s announcement, “the Independent Engineer is to be an independent adviser providing services which include the technical, contractual, legal, financial, quantity survey vetting, progress monitoring, health, safety and environmental compliance and independent engineering assistance to the Contracting Parties during the Project construction period.”

Expression of Interest Evaluation and Contract Award Process:

  • Submission of expression of interest – 11th March 2019;
  • Issue of Tender for Independent Services – 28th April 2019;
  • Tender returns – 28th May 2019;
  • Contract award – 14th June 2019;
  • Contract commencement – 15th June 2019.

About the project

Under this capital dredging program, Jan De Nul Group will be responsible for the development, dredging and commissioning of the access channel, turning basins, anchorage and berthing areas with the goal to accommodate larger sea-going vessels.

For the works, Jan De Nul will deploy up to nine dredgers of its fleet, amongst which some of the most powerful cutter suction dredgers in the world.

Once the capital dredging operations are completed, Jan De Nul will perform maintenance dredging for a period of 10 years.
