USA: Waterfront Magee Seeks Corps Permit for Stamford Project

Waterfront Magee, LLC is seeking a permit from the U.S. Army Corps of Engineers, New England District to conduct work in waters of the United States in conjunction with constructing a boatyard and boat rack storage facility and performing other work in Stamford, Conn.

Waterfront Magee, LLC is proposing a project called Stamford Boat Works that involves constructing a working boatyard and boat rack storage facility that will utilize a forklift and travel lift launch system. The proposed work includes the construction of a pier with a travel lift well, floating docks and installation of a bulkhead along the shoreline, as well as dredging with disposal of the dredged material at an upland disposal facility.

The work is proposed in the East Branch of Stamford Harbor at 205 Magee Avenue in Stamford, Conn.

The dredging portion of this project will impact approximately 25,000 square feet of Essential Fish Habitat (EFH) for various species and life stages. Habitat at this site varies and can be described as fine sand and silt to much coarser material. Loss of this habitat may adversely affect winter flounder. However, the Corps has made a preliminary determination that the site-specific adverse effect will not be substantial. Further consultation with the National Marine Fisheries Service regarding Essential Fish Habitat conservation recommendations is being conducted and will be concluded prior to the final permit decision.

The application for the federal permit was filed by Waterfront Magee, LLC with the Corps in compliance with Section 10 of the Rivers and Harbors Act, which provides for federal regulation of any work in, or affecting navigable waters of the United States; and with Section 404 of the Clean Water Act, which regulates the discharge or fill of material in U.S. waters, including wetlands.
